Intramuros To Drop Security Firm After Guards Accused Of Assaulting Teen

MANILA — The Intramuros Administration is moving to terminate its contract with JSL Security Agency after two of its guards were arrested for allegedly assaulting a 17-year-old cyclist along the Pasig River Esplanade on Sunday night.

The incident occurred at around 9:05 p.m. on February 8 near Riverside Plaza Mexico in Intramuros, where the teenager was confronted for riding his bike in an area where cycling was prohibited. According to police, the situation escalated when the teen attempted to leave, prompting the guards to chase and allegedly beat him.

Pedestrians reportedly alerted law enforcers, leading members of the Tourist Police Unit to respond and arrest the guards at the scene. The victim was brought to a nearby hospital for treatment.

Intramuros Administration chief Atty. Joan Padilla confirmed that the agency has begun the process of terminating its contract with JSL Security Agency following the incident. She noted that private security personnel are not authorized to enforce peace and order in public spaces.

Manila Mayor Francisco Moreno Domagoso also ordered an investigation into the incident, reiterating that the responsibility for policing public areas rests with the Philippine National Police (PNP), not private guards.

The two guards are facing charges, including violations of Republic Act No. 7610, the law protecting children from abuse, exploitation, and discrimination. The case has been referred to the Manila City Prosecutor’s Office.

The Pasig River Esplanade has become an increasingly popular destination for residents and visitors, but the incident has raised questions about public safety and the proper role of security personnel in shared spaces — concerns that authorities say they are now working to address.
