One of the suspected participants in the fatal hazing of 19-year-old maritime student Kenneth Alcedo has surrendered to authorities, General Trias City Mayor Luis Ferrer IV confirmed, while police continue to track down other individuals linked to the case.

Alcedo, a first-year student at the BS Maritime Transportation College in Dasmariñas City, was rushed to General Trias Medical Center & Hospital last Sunday after three men brought him unconscious, initially claiming he had been involved in a hit-and-run accident.

Medical examinations and police investigations, however, revealed injuries consistent with hazing, including swollen and bruised thighs, fractures, and other wounds. Autopsy reports confirmed that severe blunt force trauma to the lower extremities was the cause of death.

Suspect Surrenders, Authorities Pursue Others

The suspect who surrendered admitted to being one of the three men seen in hospital CCTV footage bringing Alcedo to the emergency room. He also acknowledged participating in the attack and driving Alcedo to the hospital. Fearing for his safety, he reportedly turned himself in to the Philippine National Police (PNP) in General Trias City.

Police have identified 21 individuals linked to the incident, including nine direct suspects, and are actively pursuing those who have yet to surrender.

Fraternity Involvement and Government Response

Interior and Local Government Secretary Jonvic Remulla has pledged to engage with fraternity leaders following reports that Tau Gamma Phi was involved in the hazing incident that allegedly led to Alcedo’s death.

Authorities have indicated that charges under the Anti-Hazing Law (Republic Act No. 11053) are expected against those involved, which carry life imprisonment and fines for organizers and participants if convicted.

Public Concern

Alcedo’s death has reignited national debate over hazing practices in schools and organizations, prompting families and advocacy groups to call for stronger safeguards and stricter enforcement of the law to prevent further tragedies.

Investigations are ongoing, and authorities continue to urge anyone with information to come forward.
