Lawyers Seek Impeachment Of COMELEC Chief Garcia

A group of lawyers is seeking the impeachment of Commission on Elections chairperson George Erwin Garcia and six other officials, alleging misconduct in connection with past elections.

The group, calling itself “Project Damaskus Lawyers,” said it has begun the process of filing an impeachment complaint before the House of Representatives.

According to the complaint, the case centers on four main charges, which the group claims are supported by official documents and admissions involving the poll body.

“Four charges. Four years of documented misconduct. Every claim grounded in Garcia’s own admissions and the Commission’s own documents,” the group said in a statement.

The lawyers allege that the Commission failed to ensure transparency in the electoral process, citing concerns over the transmission of results and the use of systems and infrastructure that were not fully disclosed.

They also raised claims that certain evidence that could have verified election processes was no longer available.

“These are allegations raised in the complaint and have yet to be tested in the proper forum.”

COMELEC has consistently maintained that Philippine elections are credible, citing safeguards such as transparency servers, random manual audits, and participation from citizen watchdogs like the Parish Pastoral Council for Responsible Voting.

Some election observers have previously noted concerns about transparency and auditability, although international and local monitors have generally described Philippine automated elections as credible and efficient.

For the impeachment process to proceed, at least one member of the House must endorse the complaint. If accepted, the case will be taken up by the House, which has the exclusive power to initiate impeachment proceedings, before potentially being tried in the Senate.

The group is also calling on citizens to join as co-complainants, noting that the Constitution allows any Filipino to file a verified complaint.

As of posting time, COMELEC has not issued a detailed response to the impeachment move.
