Leviste Says Flood Control Probe Report Now With Marcos

Congressman Leandro Leviste said the final report of an alleged investigation into flood control projects has been submitted to President Ferdinand Marcos Jr., but has yet to be released to the public.

In a social media post, Leviste claimed that the Independent Commission for Infrastructure (ICI) had completed its work and turned over its findings to the President on its final day. However, he said the report was not made public, leaving its contents undisclosed.

Leviste said the commission chose not to release the report due to concerns over the safety of its members. According to him, investigators feared possible repercussions if individuals linked to alleged corruption within the Department of Public Works and Highways were identified.

He also outlined several limitations faced by the commission, including the lack of contempt powers, absence of legal immunity, and insufficient funding during the course of its investigation. He added that Congress did not pass a proposed measure that would have institutionalized a permanent independent body to continue the probe.

Because of these constraints, Leviste said the final report does not identify a mastermind behind the alleged irregularities in flood control projects. Despite this, he stressed the importance of releasing the findings, along with transcripts of the commission’s hearings, in the interest of transparency.

In a separate statement cited by Leviste, employees linked to the commission raised concerns over its closure, warning that the lack of a formal directive and transparency could undermine ongoing efforts to investigate anomalies in infrastructure spending.

Flood control projects in the Philippines have long faced scrutiny, with past findings by the Commission on Audit flagging issues such as overpricing, incomplete works, and delays.
