Leyte Police Responds To Espinosa Claims Amid Surrender And Mugshot Release

The Leyte Police Provincial Office (LPPO), led by PCOL Dionisio DC Apas Jr., addressed allegations by Albuera Mayor Rolan “Kerwin” Espinosa, who claimed he requested police assistance but did not receive it.

In an official statement, the LPPO stressed that the Philippine National Police conducts all operations strictly according to the law, due process, and established protocols. “Requests for assistance are acted upon based on legal requirements, credible evidence, and operational considerations, and are never influenced by public statements or social media narratives,” the office said. It categorically denied that police personnel deliberately withheld lawful help, noting such actions violate PNP policy.

The statement added: “Any allegations of misconduct or failure to act must be raised through proper legal channels. Complaints filed by Mr. Espinosa regarding prior incidents are already under impartial investigation by the appropriate authorities. The Office assures the public that these complaints are being addressed transparently and in accordance with due process.”

The LPPO also urged public officials and personalities to exercise responsible communication and avoid unverified claims that may mislead the public or prejudice ongoing investigations. The office emphasized that matters involving law enforcement must be brought before proper authorities to ensure accountability and fairness.

The statement comes as Kerwin Espinosa, along with two co-accused, surrendered voluntarily to the National Bureau of Investigation (NBI) following the issuance of warrants of arrest. Their mugshots were released by Police Regional Office-8 on Thursday, February 5.

The Leyte Police reassured the public that it remains committed to upholding the law, protecting the community, and ensuring that all complaints against its personnel are handled through transparent and accountable procedures, while urging media and citizens to rely only on official channels for verified information.

This marks a significant moment in the ongoing legal proceedings surrounding Espinosa, highlighting the PNP’s insistence on due process amid public scrutiny and social media attention.
