Marcos Backs 21 Reform Bills Aimed At Transparency, Affordable Travel, And Stronger Child Protection

President Ferdinand R. Marcos Jr. has endorsed 21 priority bills that his administration is urging Congress to pass by June, saying the reforms will help ease the burden on ordinary Filipinos and strengthen transparency, accountability, and public protection.

The measures were adopted during the 3rd Full Meeting of the Legislative-Executive Development Advisory Council (LEDAC) for the 20th Congress, where the President outlined key governance and modernization priorities.

Cheaper Travel, Safer Children, and Improved Digital Protection

One of the most anticipated proposals is the Travel Tax Abolition bill, intended to make travel more affordable for Filipino families and overseas workers.

LEDAC also reaffirmed support for the Expanded Anti-Online Sexual Abuse or Exploitation of Children (OSAEC) and Anti-Child Sexual Abuse or Exploitation Materials Act of 2026, which strengthens protections against online exploitation and modernizes enforcement tools.

Also included in the priority list is the Media and Information Literacy (MIL) Act, which aims to curb the spread of misinformation and improve digital literacy nationwide.

LEDAC identified the BARMM Local Elections bill as a key measure to ensure orderly and credible elections in the Bangsamoro region.

Push for Institutional Reforms

Several institutional and governance reforms were included in the 21 priority measures, such as:

• Anti-Agricultural Economic Sabotage Act
• National Government Rightsizing Act
• Budget Modernization Bill
• E-Government / E-Governance Act
• National Land Use Act
• Amendments to the Anti-Red Tape Act

These initiatives aim to improve bureaucratic efficiency, strengthen fiscal management, and address long-standing policy gaps.

Marcos: Reforms Must Deliver Real Impact

President Marcos expressed confidence that Congress will act on the 21 measures, saying each one is designed to provide real and tangible benefits to the public.

In its official statement, LEDAC emphasized the overarching goals of the reform package: greater transparency, more affordable travel, stronger child protection, and more efficient governance.

Malacañang expressed optimism that the priority measures will soon be enacted into laws that deliver clear and meaningful benefits to the Filipino people.
