NCR Wage Hike Takes Effect July 25, DOLE Expects High Employer Compliance

Private sector workers in Metro Manila will officially receive the first tranche of the approved ₱85 daily minimum wage increase beginning July 25, the Department of Labor and Employment (DOLE) announced.

The wage adjustment is covered by Wage Order No. NCR-27, which takes effect 15 days after its publication on July 9. Under the order, workers will receive a ₱60 daily increase starting July 25, while the remaining ₱25 will take effect on January 20, 2027.

Labor Secretary Francis N. Tolentino said the implementation date follows the effectivity period required under labor rules and expressed confidence that employers in Metro Manila will comply with the new wage order.

"So, yun [NCR Wage Order No. 27] ay effective 15 days upon publication. Lalabas na July 25 ang effectivity date. May mga penalties [if companies will not comply] yan pero ang NCR, halos 94-95% ang compliance rate niyan. Halos susunod kagad yan. So yun yung monitoring namin sa mga nakaraang wage hikes noong nakaraang taon ay 50 pesos yun. 95% kagad ang nag-comply."

Tolentino said Metro Manila has consistently posted one of the country's highest compliance rates in implementing wage adjustments, noting that nearly all employers complied with last year's ₱50 daily wage increase.

DOLE said it will continue monitoring establishments across the National Capital Region to ensure businesses implement the new wage order. Employers who fail to comply may face penalties under existing labor laws.

Once the second tranche is implemented on January 20, 2027, the daily minimum wage for non-agriculture workers in Metro Manila will increase from ₱695 to ₱780, while workers in the agriculture sector, service and retail establishments employing 15 workers or fewer, and manufacturing firms with fewer than 10 employees will receive ₱743 per day, up from ₱658.

According to DOLE, the wage adjustment is expected to benefit more than 1.1 million minimum wage earners in Metro Manila. The increase will also raise wage-related benefits computed from the basic daily wage, including overtime pay, holiday pay, premium pay, night shift differential, service incentive leave pay, 13th-month pay, separation pay, and retirement pay.

The department encouraged employers to comply with the wage order and reminded workers to report any violations to the nearest DOLE office or through DOLE Hotline 1349.
