NSC Confirms Espionage Case Linked To China; Calls For Strengthened Counterintelligence Laws

The National Security Council (NSC) confirms the investigative report by Rappler that government authorities have uncovered a serious national security matter involving espionage and foreign-directed malign activities in the Philippines linked to the People’s Republic of China. Operations carried out by individuals acting under the direction of Chinese intelligence have been addressed and terminated.
For reasons of national security, we cannot disclose the identities, methods, or timelines of these operations so as not to compromise ongoing investigations. However, necessary actions have been taken against the individuals involved — all Filipino nationals — who have admitted their complicity in espionage activities and are cooperating with authorities.
The apprehensions resulted from coordinated efforts by multiple national government agencies under the Insider Threat Program, which is designed to safeguard sensitive national security information, capabilities, and operations from foreign espionage, coercion, and malicious or negligent compromise. This program covers a wide range of government agencies that handle critical information.
We assure the public that protective measures are in place and functioning, and that our security agencies remain proactive and vigilant, contributing to the success of Philippine counterintelligence operations.
We also urge Congress to prioritize two proposed laws that would strengthen the country’s ability to protect its sovereignty, democratic institutions, and security against covert foreign interference: the new Anti-Espionage Bill, intended to replace Commonwealth Act 616, enacted during the American period; and the Anti-Foreign Malign Influence and Interference Act.
Once enacted, these measures will expand investigative powers, enable the prevention and disruption of hostile operations, and better safeguard sensitive information and critical infrastructure.
