Ombudsman Orders Prosecutor To Explain Alleged Link To Madriaga

The Office of the Ombudsman has issued a show cause order against Assistant Special Prosecutor Ryan Rey S. Quilala, directing him to explain why no disciplinary action should be taken against him.
Dated April 15, 2026, the order centers on Quilala’s alleged involvement with Ramil L. Madriaga, based on claims outlined in a notarized affidavit submitted to the Ombudsman.
According to the document, Quilala has been asked to respond to the allegations, which are now under investigation, evaluation, and possible disposition by the office.
The Ombudsman didn’t mince words in its warning.
It said that any proof linking Quilala to alleged illegal activities with Madriaga could lead to both administrative and criminal charges. These may include violations of the Anti-Graft and Corrupt Practices Act and the Code of Conduct and Ethical Standards for Public Officials and Employees.
The order also makes one thing clear — failure to respond within the 48-hour deadline could be taken as an admission of the accusations.
The directive was issued for “strict compliance,” signaling the seriousness of the matter as the investigation moves forward.
So far, no official statement has been released by Quilala regarding the allegations.
