President Ferdinand Marcos Jr. administered the oath of office to former tourism secretary Christina Garcia Frasco as the new Presidential Adviser for Sustainable and Resilient Communities (SRC) during a ceremony at Malacañang Palace.
In announcing the appointment, Marcos expressed confidence that Frasco’s experience in local governance and national policy would strengthen cooperation between the national government and local government units (LGUs), particularly in programs focused on community development and resilience.
New Role Focused on Community Resilience
As Presidential Adviser for Sustainable and Resilient Communities, Frasco will coordinate programs that enhance disaster preparedness, climate resilience, and sustainable development at the local level—priorities for a country frequently affected by typhoons, flooding, and other climate-related risks.
The advisory office works with national agencies and LGUs to promote long-term planning for communities, including support for sustainable livelihoods and resilient infrastructure. Malacañang noted that the President believes Frasco’s background in local governance will help improve collaboration in implementing national programs on the ground.
From Local Mayor to Cabinet Official
Before joining the Cabinet in 2022, Frasco served as mayor of Liloan, Cebu from 2016 to 2022, where she led initiatives on tourism development, infrastructure improvement, and social services.
She also practiced law, having been a senior associate at Romulo Law Offices, and passed the Philippine Bar in 2007 after earning her Juris Doctor degree from Ateneo de Manila University.
During her tenure as Secretary of the Department of Tourism from 2022 to 2026, Frasco focused on rebuilding the tourism industry after the COVID-19 pandemic and promoting sustainable and community-based tourism initiatives.
Strategic Appointment
Frasco’s appointment comes as the Marcos administration strengthens programs aimed at climate adaptation and sustainable development—key priorities given the Philippines’ exposure to natural hazards.
Officials say that closer coordination between national agencies and local governments will be critical in building more resilient communities, particularly in coastal and disaster-prone areas.
