PH And France Deepen Defense Ties With Landmark Paris Meeting

A key meeting in Paris is signaling a stronger partnership between the Philippines and France—one that goes beyond diplomacy and into long-term defense cooperation.

On March 26, 2026, Philippine Defense Secretary Gilberto Teodoro Jr. sat down with French Armed Forces Minister Catherine Vautrin for a high-level bilateral meeting during Teodoro’s official visit to France.

The talks covered some of today’s most pressing security concerns—from the Indo-Pacific to the Middle East and even Europe—highlighting the need for countries to work together in maintaining peace and stability.

Both sides emphasized the importance of a rules-based international order, multilateral cooperation, and resolving disputes through peaceful means, especially amid ongoing global tensions. They also stressed the need to strengthen supply chains during times of crisis—an issue that has become increasingly relevant in recent years.

A major point of agreement was their shared commitment to international law, particularly the United Nations Convention on the Law of the Sea and the 2016 arbitral ruling on the South China Sea. These frameworks, both countries said, remain crucial in guiding maritime rights and regional stability.

The Philippines also welcomed France’s growing engagement with Southeast Asia, particularly its involvement with Association of Southeast Asian Nations and defense platforms like ASEAN Defence Ministers’ Meeting-Plus. French participation in humanitarian and maritime security initiatives was described as “very valuable.”

Beyond policy discussions, both nations acknowledged the steady growth of their defense ties. From joint training exercises and military exchanges to port visits and disaster response cooperation, the partnership has been steadily gaining momentum.

One of the biggest highlights of the visit was the signing of the Philippines-France Status of Visiting Forces Agreement (SOVFA). The deal is expected to strengthen joint military activities and provide legal protections for both Filipino and French troops during engagements.

For Teodoro and Vautrin, this isn’t just a one-time development—it’s part of a bigger vision.

Both officials reaffirmed their commitment to building a stronger, long-term defense relationship, guided by their 2023 agreement to deepen cooperation.

In simple terms, this Paris meeting didn’t just reinforce ties—it pushed the Philippines and France a step closer to becoming key defense partners in an increasingly uncertain world.
