Revilla, DPWH Officials Face Non-Bailable Charges Over P92.8M 'Ghost' Flood Control Project

The Office of the Ombudsman has filed non-bailable graft and malversation charges before the Sandiganbayan against former Senator Ramon “Bong” Revilla Jr. and six officials of the Department of Public Works and Highways (DPWH) – Bulacan 1st District Engineering Office over an alleged ₱92.8-million “ghost” flood control project in Pandi, Bulacan.

In a press briefing, Assistant Ombudsman Mico Clavano said prosecutors found probable cause to charge the respondents with malversation of public funds through falsification of public documents and violations of the Anti-Graft and Corrupt Practices Act. The Ombudsman recommended no bail for the malversation charge, meaning the accused may be detained once the Sandiganbayan issues arrest warrants.

According to the criminal complaint, the scheme involved the alleged release of around ₱76 million for a flood control project that investigators say was never constructed. Despite the absence of any actual work on the ground, the respondents allegedly declared the project completed and supported the claim through falsified accomplishment reports, billing statements, and disbursement vouchers to justify the release of public funds.

Those charged alongside Revilla are:
• Brice Hernandez – former Assistant District Engineer, DPWH-Bulacan 1st District
• Jaypee Mendoza – Engineer
• Arjay Domasig – Engineer
• Emelita Juat – Engineer
• Juanito Mendoza – Accountant
• Christina Pineda – Cashier II

The Ombudsman also sought the immediate issuance of arrest warrants and hold-departure orders against the accused, citing the seriousness of the charges.

The case forms part of a broader investigation into alleged ghost flood control projects in Bulacan, where authorities have been probing multiple infrastructure projects suspected to exist only on paper despite full payment releases.

Revilla has previously denied any involvement in similar allegations, calling the claims against him “unbelievable” and insisting he was being unfairly targeted. His camp has yet to issue a formal statement on the latest filing.

As proceedings move forward at the Sandiganbayan, the case is expected to draw intense public scrutiny, with investigators seeking to prove that millions in public funds were disbursed for a project that, according to authorities, never materialized.
