Revilla Surrenders As Sandiganbayan Issues Arrest Warrant

Former Senator Ramon “Bong” Revilla Jr. has surrendered to authorities after the Sandiganbayan Third Division issued an arrest warrant against him for non-bailable malversation in connection with an alleged ₱92.8 million ghost flood control project in Pandi, Bulacan.

In a video posted on his Facebook page, Revilla said:
“Nakakalungkot po, parang wala yatang due process. Gayunpaman, haharapin ko ito nang walang takot at alam kong hindi ako pababayaan ng Diyos dahil wala po akong kasalanan dito.”

He added:
“Haharapin ko ito dahil wala akong kasalanan.”

The Arrest Order and What It Means

The Sandiganbayan issued the arrest warrant after the case was raffled on Monday, January 19, following charges filed by the Office of the Ombudsman on January 16. The case involves allegations that the ₱92.8 million flood control project in Pandi was funded but never implemented, despite official documents claiming the work was completed.

Because of the nature of the charges and evidence presented, the Ombudsman recommended that the case be treated as non-bailable.

Other Officials Also Arrested

The National Bureau of Investigation (NBI) arrested two former DPWH officials at the Senate detention facility:
• Brice Hernandez – former Assistant District Engineer
• Jaypee Mendoza – former construction chief

Both are co-accused with Revilla in the malversation case.

The Sandiganbayan also issued arrest warrants for the following former DPWH officials:
• Arjay Domasig – former engineer
• Juanito Mendoza – former finance section chief
• Emelita Juat – former engineer
• Christina Pineda – former cashier

Hold Departure Orders Issued

Along with the arrest warrants, the court issued Hold Departure Orders (HDOs), which prevent the accused from leaving the country while the case is ongoing.

What Happens Next

The accused are expected to appear in court or be arrested in the coming days. The case will now move forward to determine whether the prosecution has enough evidence to proceed to trial.

This development marks a major escalation in one of the most high-profile corruption cases involving government funds in recent years.
