Robredo-Tulfo Tandem Overtakes Duterte-Imee In Latest 2028 Survey

As the impeachment case against Vice President Sara Duterte moves to the Senate, new survey numbers are beginning to show possible cracks within her support base ahead of the 2028 elections.
Results from the first quarter 2026 Tugon ng Masa survey conducted by OCTA Research revealed that a hypothetical presidential and vice-presidential tandem of former Vice President Leni Robredo and Senator Raffy Tulfo edged out the pairing of VP Sara Duterte and Senator Imee Marcos nationwide.
The Robredo-Tulfo tandem posted 44 percent support nationwide, slightly ahead of the Duterte-Marcos pairing, which registered 40 percent.
The numbers come at a politically sensitive time, with the Senate now receiving the articles of impeachment transmitted by the House of Representatives against Duterte over allegations tied to supposed malpractice and misuse of public funds.
Survey breakdowns also showed Robredo and Tulfo dominating several major areas of the country. The tandem recorded its strongest numbers in the National Capital Region with 61 percent support. They also led in the Visayas with 48 percent.
Meanwhile, Duterte and Marcos remained dominant in Mindanao, where they secured a commanding 86 percent support. However, the tandem only managed 23 percent support each in Metro Manila and Balance Luzon, suggesting weaker backing outside their traditional bailiwicks.
The survey also reflected varying preferences across socioeconomic classes.
Robredo and Tulfo performed best among Class D respondents, earning 47 percent support. They were followed by 36 percent among Class E voters and 35 percent among those in Class ABC.
On the other hand, the Duterte-Marcos tandem drew its strongest backing from Class E respondents at 51 percent. Support among Class D stood at 39 percent, while Class ABC respondents gave the pair 37 percent.
Political observers say the latest figures may indicate shifting alliances and growing public interest in alternative leadership combinations as the country inches closer to the 2028 national elections.
