Sandiganbayan Bars Yap Brothers From Leaving PH Amid Flood Control Probe

The Sandiganbayan has issued precautionary hold departure orders (PHDO) against Benguet Representative Eric Go Yap and his brother, former ACT-CIS Party-list Representative Edvic Go Yap, preventing them from leaving the Philippines.

The orders, granted on March 3, 2026, followed a verified application by the Office of the Ombudsman as part of an ongoing investigation into alleged irregularities in government-funded flood control projects.

The court described the PHDO as a precautionary measure, intended to ensure that the brothers — considered potential flight risks — remain under the Sandiganbayan’s jurisdiction during the preliminary investigation.

The investigation focuses on flood control projects in La Union and surrounding areas. Authorities are examining contracts awarded to companies connected to the Yap brothers, including Silverwolves Construction Corporation, for possible financial irregularities.

Preliminary findings from the Anti-Money Laundering Council (AMLC) indicate that deposits to Silverwolves significantly exceeded the reported value of the contracts, raising concerns over potential misappropriation of public funds.

At this stage, no criminal charges have been filed against the Yap brothers. The PHDO allows investigators to review financial records and relationships with government agencies, including the Department of Public Works and Highways (DPWH), before formal charges are considered.

Eric Yap was publicly identified as a person of interest by Ombudsman Jesus Crispin Remulla in October 2025.

Edvic Yap resigned from the House of Representatives in February 2026 amid the expanding probe.

The case has drawn attention to broader concerns about incomplete or ghost infrastructure projects in the Philippines, where taxpayer-funded works are reported as completed but show little or no actual construction.

The precautionary orders against the Yap brothers signal heightened government scrutiny and reflect ongoing efforts by the Ombudsman, the Department of Justice, and the Sandiganbayan to strengthen accountability in public works spending.

Authorities and media outlets continue to seek comment from the Yap siblings as the investigation progresses.
