Sandiganbayan Postpones Arraignment Of Revilla, Co-Accused In Pandi 'Ghost' Flood Project Case

Manila, Philippines — The Sandiganbayan has deferred the arraignment of former senator Ramon Revilla Jr. and his co-accused in connection with the alleged P92.8-million “ghost” flood control project in Pandi, Bulacan, after ruling that pending motions must first be resolved.

The postponement covers both the non-bailable malversation of public funds case and the bailable graft case filed against Revilla and five other accused. The anti-graft court reset the arraignment to February 9, 2026.

The court granted the deferment after lawyers for the accused filed several motions, including motions to quash, which the Sandiganbayan said must be acted upon before the accused can be arraigned.

During the hearing, Engr. Emelita Juat of the Department of Public Works and Highways–Bulacan First District Engineering Office entered a plea of not guilty to the graft charge.

The cases stem from allegations that public funds were released for a flood control project that was reported as completed despite allegedly not being implemented on the ground. Prosecutors allege violations of the Anti-Graft and Corrupt Practices Act and provisions on malversation of public funds.

Revilla and his co-accused have denied the allegations, maintaining that the charges will be disproven once the case proceeds to trial.

Court officials said further proceedings will depend on the resolution of the pending motions ahead of the February 9 arraignment date.
