The move to unseat Vice President Sara Zimmerman Duterte has taken another formal step at the House of Representatives.
The Office of the Secretary General has officially received a second impeachment complaint against the Vice President, according to documents now on record at the House. Stamped as received on February 2, 2026, the filing marks the latest development in the growing political challenge facing Duterte.
Based on the document, the complaint was endorsed through a House resolution signed by several lawmakers, citing provisions of the 1987 Constitution that give the House of Representatives the exclusive power to initiate impeachment proceedings. The resolution also notes that the verified complaint was filed by private citizens and formally endorsed by members of the House, a key requirement under the Constitution.
The resolution urges House leaders to include the impeachment complaint in the Order of Business and refer it to the Committee on Justice for proper proceedings, in line with impeachment rules and existing jurisprudence.
Lawmakers who signed the endorsement include Akbayan Party-list Representative Perci Cendaña and Mamamayang Liberal Party-list Representative Leila M. de Lima.
While the filing does not automatically trigger impeachment proceedings, its formal receipt by the Office of the Secretary General places the complaint on record and opens the door for the next procedural steps in the House.
The second complaint adds to the political pressure on the Vice President, as attention now shifts to whether House leaders will act on the endorsement and move the case forward for deliberation at the committee level.
