Speaker Dy Hails Barangay Officials As Congress' 'Invaluable Partners'

Speaker of the House Faustino Dy III on Wednesday paid tribute to barangay officials, calling them Congress’ “invaluable partners” in nation-building for helping bring laws, programs, and government services directly to Filipino communities.
In a video message aired during the Liga ng mga Barangay sa Pilipinas (LNB) National Congress, Dy said even the best-crafted laws and well-funded programs will only succeed if they reach every barangay and every Filipino family.
According to the House leader, barangay officials play a vital role in connecting the national government with local communities, ensuring that policies passed in Congress translate into real benefits on the ground.
Dy stressed that while lawmakers create legislation, it is the barangay officials who determine whether people truly experience the impact of those laws through effective implementation.
He also described barangay leaders as the first government officials to hear the concerns of residents, respond to their immediate needs, and identify areas where public services can still be improved.
The Speaker congratulated the LNB for successfully holding its National Congress, saying the gathering highlights the crucial role of barangays in governance and public service delivery across the country.
Drawing from personal experience, Dy said he understands the responsibilities and challenges faced by barangay officials because his own career in public service began as a barangay chairman before becoming mayor, governor, and eventually Speaker of the House.
He added that the House of Representatives believes laws and government programs only become truly successful when they are effectively implemented at the barangay level.
Dy also highlighted several measures recently approved by the House, including bills aimed at strengthening social protection for low-income families, improving access to education and healthcare, protecting children from online exploitation, promoting transparency, and ensuring greater government accountability.
He likewise cited the recent special session called by President Ferdinand Marcos Jr., saying it reflected the House's commitment to fast-track priority legislation that would directly benefit Filipinos. Among these measures are proposals supporting students and teachers, assisting families in crisis, expanding tertiary education, establishing a National Center for Geriatric Health for senior citizens, and improving services in geographically isolated and disadvantaged areas.
As the country continues to pursue the Bagong Pilipinas agenda, Dy urged barangay officials to remain dedicated to serving their communities and helping ensure that no Filipino is left behind.
