Speaker Dy Pushes Faster Digital Government As GovNet Expands In Isabela

Speaker of the House Faustino Dy III is pushing for faster digital transformation in government, saying projects like GovNet will help make public services quicker, more transparent, and easier for Filipinos to access.
The Speaker's message was delivered by Isabela Board Member Manuel Faustino Dy during the launch of GovNet Ilagan, a project led by the Department of Information and Communications Technology (DICT) in Ilagan City, Isabela.
According to Dy, GovNet is more than just improving internet connectivity. He said it is designed to strengthen coordination among government agencies, allowing them to work more efficiently and provide better services to the public.
He added that the Marcos administration is not only investing in roads, bridges, and other physical infrastructure through the Build Better More program, but is also expanding the country's digital infrastructure to make government services more accessible.
Dy said initiatives such as the National Broadband Program, the eGovPH App, and GovNet are helping build the foundation of a "Digital Pilipinas" by connecting citizens directly with government services through technology.
The Speaker also emphasized the House of Representatives' support for the country's digital transformation through key legislative measures. Among these is the eBayad Bill, one of the priority measures under the Legislative-Executive Development Advisory Council (LEDAC), which seeks to institutionalize digital payment systems across government agencies to reduce red tape, speed up transactions, and improve transparency.
He also cited the House's approval of the Right to Information Act, aimed at strengthening transparency in government, and the Child Online Safety and Protection Act, which seeks to better protect Filipino children from cyberbullying, online exploitation, and other digital threats.
According to Dy, digital transformation is not only about embracing innovation but also about promoting accountability, responsibility, and public trust in government.
Under the GovNet Ilagan project, more than 50 government offices across Isabela will gain access to faster, more secure, and more reliable internet connectivity, benefiting local government units, schools, and other public institutions.
The Speaker also congratulated the DICT, the Provincial Government of Isabela, the City Government of Ilagan, and all stakeholders for the successful rollout of the project.
