US Embassy Issues Alert After Deadly Clash In PH, Warns Against NPA Risks

A fresh security alert from the U.S. Embassy in Manila is raising concern following intensified military operations in parts of the Philippines—and a deadly incident involving American nationals.
The embassy is warning U.S. citizens to exercise extreme caution in several regions, particularly in the provinces of Leyte, Mindoro, Negros, and Samar, where recent clashes between government forces and communist rebels have intensified.
At the center of the advisory is the ongoing campaign of the Armed Forces of the Philippines against the New People's Army (NPA). The group is classified as a terrorist organization by both the Philippine and U.S. governments.
The warning follows an April 19, 2026 encounter that turned deadly, leaving two American citizens killed during an armed clash. Authorities noted that some foreigners have been present in areas where military operations are actively underway—raising the risk of being caught in crossfire or facing legal consequences.
The embassy stressed that being near or associated—knowingly or not—with NPA elements carries serious danger, including possible arrest, injury, or death. It also cautioned that extremist groups sometimes attempt to recruit foreigners, including Americans, for support or participation in their activities.
Beyond armed encounters, the advisory also flagged concerns about certain organizations operating in remote areas. Some non-government groups, the embassy said, may have links to insurgent networks. Americans planning volunteer or humanitarian work are urged to coordinate only with accredited institutions, particularly those registered with the Philippines National Volunteer Service Coordinating Agency, and to work closely with local government units for security guidance.
The message is straightforward: avoid high-risk regions, steer clear of armed groups, and follow local laws at all times. Anyone who encounters suspicious or armed individuals not identified as police or military is advised to leave immediately.
The embassy is also encouraging U.S. nationals to enroll in the Smart Traveler Enrollment Program (STEP) for real-time alerts and easier contact in emergencies.
