Vico Sotto Files Election Offense Complaint Against Sarah Discaya

Pasig City Mayor Vico Sotto has formally filed an election offense complaint against former mayoral candidate Sarah Discaya. The complaint, received by the Commission on Elections (COMELEC) through its Political Finance and Affairs Department (PFAD), alleges campaign overspending and perjury in connection with the May 12, 2025 National and Local Elections.
According to the complaint:
• Discaya’s Statement of Contributions and Expenditures (SOCE) reported a total of ₱895,000, covering only “Stationery, printing and distribution of printed materials relative to candidacy.”
• Sotto alleges that the SOCE omitted other campaign activities, including digital advertisements and large outdoor billboards, which may render the SOCE false in a material respect.
• The maximum allowable campaign expenditure for Discaya was ₱1,391,655, calculated at ₱3 per registered voter (Pasig has 463,885 voters). Sotto argues that including the unreported digital and outdoor ads could mean she exceeded the legal limit.
The complaint cites violations of Section 100 in relation to Section 262 of the Omnibus Election Code, as amended by Republic Act No. 7199, and perjury under Article 183 of the Revised Penal Code, for allegedly making material untruthful statements in her SOCE, which was executed under oath.
COMELEC is now reviewing the complaint and will determine whether further action, including investigation or possible sanctions, is warranted.
