Villar Camp Denies Bacoor Land Claim; Points To Longstanding Legal Dispute

A camp allied with former senator Cynthia Villar on Sunday rejected claims circulating online that she personally purchased a disputed property in Bacoor, Cavite, calling the allegation false and based on incomplete information.

In a statement dated March 22, the group said Villar did not purchase the property located in Bacoor, noting that as a public official at the time, she was subject to strict conflict-of-interest and ethical rules under Republic Act No. 6713.

The camp said the controversy involves land owned by Moonwalk Development and Housing Corp., referred to as the “Moonwalk Property,” which it claimed had been held by the company for more than three decades prior to 2022.

According to the group, the land had already been classified as non-agricultural before the implementation of the Comprehensive Agrarian Reform Program (CARP) in 1988—an issue central to disputes over land coverage.

The camp added that the matter became the subject of proceedings before the Department of Agrarian Reform, where a regional ruling was later reversed by the agency’s central office on appeal. It said the case eventually reached the Office of the President of the Philippines, which affirmed the decision in July 2021. These details, however, were based on the group’s account and were not independently verified in the statement.

The property was reportedly transferred in June 2022 to Fine Properties Inc. through a memorandum of agreement, though the camp did not establish any direct link between Villar and the transaction.

Land use and CARP coverage remain contentious issues in fast-developing areas like Cavite, where questions over classification and ownership frequently arise. The Villar family, known for its involvement in major real estate ventures such as Vista Land, has often faced public scrutiny in similar controversies.

The camp urged the public to remain discerning and not be swayed by incomplete reporting, warning that legal action may be pursued against those spreading what it described as false claims.

As of writing, no government agency has issued a new ruling related to the Bacoor property, and no formal complaint directly tied to the online allegations has been publicly confirmed.
