Villar Files Bill Granting Lifetime Validity To PWD IDs

Senator Mark Villar has filed a bill seeking to simplify the identification system for Persons with Disabilities (PWDs) by proposing lifetime validity for PWD ID cards issued to individuals with permanent disabilities.

The proposal, Senate Bill No. 2134, aims to remove the need for repeated renewals of PWD IDs, which Villar said often cause delays and inconvenience for beneficiaries. Instead of periodic renewal requirements, the measure would recognize certified permanent disabilities as grounds for continuous validity.

Under current practice in the Philippines, PWD IDs are issued by local government units through Persons with Disability Affairs Offices. In many areas, these IDs require renewal or periodic validation to ensure updated records and confirm eligibility for benefits and privileges.

Villar’s bill seeks to change this system by exempting individuals with permanent disabilities from repeated renewal processes once their condition has been officially certified as lifelong. The measure is intended to reduce administrative burden, particularly for persons who face mobility or health-related challenges.

The proposal is part of broader legislative efforts in Congress to improve accessibility for persons with disabilities and streamline government procedures. Lawmakers have also been discussing reforms related to standardizing PWD identification systems and strengthening safeguards against misuse of benefits.

If passed into law, the measure would allow qualified PWDs to continuously access government-mandated discounts, benefits, and protections without interruption caused by ID expiration or repeated reapplication requirements.

The bill will still go through committee deliberations in the Senate before advancing through the legislative process for possible approval by both chambers of Congress.
