A volunteer firefighter from Pasig City has filed a formal complaint against a Marikina police officer after a video of the incident went viral online.

Earl Joseph Lantin, a volunteer firefighter, filed the complaint with the Inspection, Monitoring, and Investigation Service (IMIS) of the National Police Commission (NAPOLCOM). The complaint follows a viral video showing a Marikina police officer berating Lantin during an incident in Marikina City.

NAPOLCOM Already Started Its Own Investigation

NAPOLCOM Chief Commissioner Ralph Calinisan confirmed that the commission began a motu proprio investigation right after the video surfaced. The formal complaint will allow NAPOLCOM to carry out a full investigation to determine administrative accountability.

The Marikina police officer involved was immediately relieved from their post and placed under the Holding Unit of the Marikina Police Headquarters Support Service (HSS). Commissioner Calinisan emphasized that this is only the beginning of the process.

“Para malinaw: ang pananagutan ng pulis ay hindi natatapos sa agarang pagre-relieve,” Commissioner Calinisan said. “Bilang Pulis ng Pulis, tungkulin naming tiyakin na ang bawat pulis ay karapat-dapat magsuot ng uniporme at magbitbit ng badge.”

Investigation Will Be Independent and Thorough

The commission stressed that its probe will be independent, impartial, and thorough, in line with its mandate to exercise administrative control and operational supervision over the Philippine National Police.

Commissioner Calinisan also reminded officers that respect for civilians and fellow public servants is essential to police professionalism.

“Dapat igalang ang ordinaryong mamamayan, lalo na ang mga kapwa lingkod-bayan gaya ng ating mga volunteer firefighters. Ang mandato ng pulis ay malinaw: maglingkod at magprotekta sa sambayanan, sa lahat ng oras.”

NAPOLCOM: Discipline and Integrity Are Non-Negotiable

NAPOLCOM reiterated that it remains committed to upholding discipline, integrity, and public trust in the police service. It emphasized that only officers who meet the highest standards of conduct deserve to stay in uniform, in line with its mandate as NAPOLCOM, Pulis ng Pulis.
