Youth Groups Press Ombudsman On Villanueva Case

Several youth and progressive organizations staged a protest outside the Office of the Ombudsman, calling on authorities to pursue corruption complaints linked to controversial flood control projects and questioning what they described as delays in the investigation.

In a statement posted on social media, members of SPARK (Samahan ng Progresibong Kabataan), Kabataan for the People–Quezon City (K4K QC), and women's group Oriang urged the Ombudsman to move forward with cases involving senators allegedly connected to irregularities in flood control projects, including Senator Joel Villanueva.

“BUMALIGTAD LANG SI VILLANUEVA, EFAS NA SYA?” the groups said in a strongly worded statement released during the protest.

The organizations claimed that more than two weeks had passed since reports surfaced that complaints related to alleged violations of the Anti-Graft and Corrupt Practices Act were already ripe for filing. They accused the Office of the Ombudsman of failing to act swiftly against influential personalities.

SPARK also alleged that the administration of President Ferdinand Marcos Jr. was using the Ombudsman as part of efforts to consolidate support in the Senate ahead of the impeachment proceedings against Vice President Sara Duterte. The groups further claimed that political alliances in the upper chamber could affect the handling of corruption complaints.

“Tuloy-tuloy nating itataguyod ang panawagan: lahat ng korap, panagutin!” the youth organization said.

The allegations stem from an ongoing controversy surrounding government flood control projects, which have been the subject of scrutiny by several lawmakers. Senate inquiries in recent months have focused on alleged overpricing, unfinished projects, and the involvement of politically connected contractors.

Villanueva, who chairs the Senate Committee on Labor, has not been formally charged in connection with the allegations and has previously denied any wrongdoing. No official statement from the Office of the Ombudsman has indicated that charges against the senator have been dropped or withdrawn.

The Office of the Ombudsman, an independent constitutional body tasked with investigating and prosecuting public officials accused of misconduct, has yet to issue a public response to the latest protest.

The demonstration comes as public pressure continues to mount for greater transparency and accountability in the use of government funds, particularly in infrastructure projects meant to mitigate flooding and protect vulnerable communities.

For the protesting groups, the issue goes beyond individual personalities. They said public officials, regardless of political affiliation or position, should be held accountable if evidence of corruption is established.

As of Friday, no new charges had been publicly announced in connection with the alleged irregularities.
