Remulla Warns House Official: Submit SALNs Or Face Suspension
A potential legal standoff is unfolding between the Office of the Ombudsman and the House of Representatives after Ombudsman Jesus Crispin Remulla issued a warning over the delayed submission of key financial documents.
Remulla cautioned that failure to comply with the subpoena issued by his office within the week could result in the suspension of a House official. He emphasized that subpoenas from the Ombudsman carry the force of law and must be obeyed.
The warning was directed at House Secretary General Cheloy Garafil, who was formally ordered to submit copies of the Statements of Assets, Liabilities and Net Worth (SALNs) being requested by the Ombudsman.
The subpoena, received on April 7, specifically seeks the SALN of House Deputy Secretary General Sofonias Gabonada Jr., with a three-day deadline for compliance.
Probe into Infrastructure Projects
The request is part of an ongoing investigation by the Ombudsman into alleged irregularities involving certain infrastructure projects.
SALNs are commonly used in such investigations to determine whether a public official’s declared assets are consistent with their legitimate income. Any discrepancy may indicate possible unexplained wealth, which can serve as grounds for administrative or criminal charges.
Pressure Builds
Remulla’s warning signals rising tension between institutions, as non-compliance with the directive could lead to disciplinary action and potentially escalate into a broader legal dispute.
The development comes amid continued public scrutiny over transparency and accountability in government infrastructure spending, with calls for stricter enforcement of disclosure requirements.
With the deadline approaching, attention is now focused on whether House officials will comply with the Ombudsman’s order or face possible sanctions that could test inter-agency authority.
