Roman Says Sara Impeachment Must Follow Constitutional Process

Bataan Rep. Tony Roman on Friday stressed that the impeachment proceedings against Vice President Sara Duterte should move forward in accordance with the Constitution, emphasizing that the process must balance accountability with fairness and due process.

Roman said the ongoing public debate surrounding the impeachment case highlights the importance of allowing constitutional institutions to perform their duties without interference.

According to the Bataan lawmaker, impeachment is part of the country’s constitutional framework meant to address serious allegations involving top government officials. However, he clarified that the finding of probable cause against Duterte does not automatically mean guilt.

“She is entitled to due process, fairness, and the full opportunity to answer the allegations against her,” Roman said.

The congressman noted that the House of Representatives had already approved House Resolution No. 989 through a substantial vote after committee hearings and deliberations, adding that the process now properly shifts to the Senate.

Roman underscored the critical role of the Senate once it convenes as an impeachment court, saying senators are tasked with carefully determining whether the allegations are backed by evidence and whether constitutional grounds for impeachment have been met.

“The determination should be made carefully and impartially in a trial, in accordance with the Constitution,” he said.

He also reminded the public that impeachment should not be treated purely as a political battle, stressing that the process exists to uphold accountability while also protecting the rights of all parties involved.

Roman urged Filipinos to avoid jumping to conclusions about the outcome of the case, saying the Vice President must be given every opportunity to defend herself while the Senate should be allowed to independently carry out its constitutional mandate.

The lawmaker added that maintaining public trust in government institutions requires both accountability and fairness.

“The Filipino people expect institutions to perform their constitutional duties responsibly and with respect for due process,” Roman said, adding that the strength of democracy lies in allowing constitutional processes to proceed properly and peacefully.
