Sandro Marcos Pushes KALINGA Bill To Ease Oil Crisis Burden

Congressman Ferdinand Alexander Marcos Jr. on Tuesday welcomed the approval of the proposed KALINGA Bill by the House Ad Hoc Committee on Legislative Energy Action and Development (LEAD), saying the measure is designed to help Filipinos struggling with rising fuel prices and economic pressure.

Marcos, who serves as House Majority Leader, said the bill would provide assistance to sectors heavily affected by the oil crisis, including drivers, farmers, fisherfolk, small business owners, and low-income families.

“Makakaasa ng tulong ang ating mga kababayan. The proposed KALINGA Act is about helping and protecting Filipinos, the most vulnerable of them - from the poorest of the poor, to transport sector drivers, farmers and fisherfolk, and small business owners,” Marcos said.

The proposed KALINGA Act, short for Komprehensibong Alalay sa Livelihood, Inflation, Negosyo, at Goods Assistance, was authored by Marcos and House Speaker Bojie Dy.

According to Marcos, the bill seeks to create a permanent government framework that can immediately respond to oil price spikes and similar national emergencies.

“Hindi na maghahanap ang gobyerno ng batas o mekanismo para tumugon sa isang krisis na nagpapahirap sa ating mga kababayan, gaya ng pagtaas ng presyo na langis. Ito na - ang KALINGA Act,” he said.

He added that the proposal is not just meant for the current global oil situation but also for future crises that may affect the economy.

“We envision it as an institutional or permanent response mechanism to any crisis or emergency,” Marcos said.

The LEAD committee, chaired by Romero Quimbo, endorsed the measure after nearly two months of hearings and consultations involving government agencies, business groups, and private sector representatives.

Marcos thanked the committee and stakeholders who participated in the deliberations, saying the final version of the bill reflects cooperation between the government and private sector.

“It symbolizes public-private sector cooperation in formulating responses to the raging oil crisis and similar situations that may arise in the future,” he said.

The proposed KALINGA Program includes seven key response measures: fuel price stabilization, energy supply security, targeted financial assistance, stabilization of essential goods and logistics, relief for micro, small and medium enterprises (MSMEs), energy conservation programs, and flexible fiscal and regulatory measures.

Marcos expressed hope that the House would soon approve the measure on the plenary floor and that the Senate would immediately take action afterward.
