Sea Games Issue Against Dizon Resurfaces, But Ombudsman Had Already Dismissed Graft Case

Questions surrounding Public Works and Highways (DPWH) Secretary Vince Dizon's role in the 2019 Southeast Asian (SEA) Games infrastructure projects have resurfaced following the
National Bureau of Investigation's (NBI) fact-finding inquiry into unliquidated funds and infrastructure contracts linked to the event.

The renewed attention comes despite the Office of the Ombudsman having already dismissed the graft and malversation complaint against Dizon and his co-respondents. The dismissal, ordered in December 2021, found no sufficient basis to pursue the charges.

The complaint was originally filed in October 2020 by an anti-corruption watchdog, which accused Dizon—then president and chief executive officer of the Bases Conversion and Development Authority (BCDA)—and other officials of violating public bidding laws in the construction of sports facilities at New Clark City, Tarlac. The complainants alleged that the BCDA unlawfully incorporated a build-transfer scheme into a joint venture agreement with a Malaysian developer.

In a resolution issued by former Deputy Ombudsman Jose Balmeo, however, the Ombudsman ruled that the allegations lacked merit and dismissed the complaints for Malversation of Public Funds and violations of the Anti-Graft and Corrupt Practices Act.
