Small LPG Refillers Struggle As Supply Tightens

Independent liquefied petroleum gas (LPG) refillers are facing supply difficulties amid ongoing global disruptions, particularly those linked to tensions in the Middle East.

According to LPGMA Party-list Rep. Arnel Ty, the issue stems from a long-standing gap in the operations of many small refillers—lack of formal supply contracts with LPG terminals.

Without binding agreements, independent refillers typically rely on transferring between different LPG terminals to secure supply, a system that works during stable periods. However, with current supply constraints, terminals are prioritizing companies and plants that have existing contracts, leaving independent operators at the end of the queue.

This situation has made it more difficult for smaller refillers to access LPG, especially as supply remains affected by international developments.

The concern, Ty noted, is not new. The push for independent refillers to secure supply contracts had already been raised in the past, but compliance has been mixed, with some operators adopting the recommendation while others did not.

As a result, the current supply strain is exposing vulnerabilities among those without secured arrangements, highlighting the challenges faced by independent players during periods of global uncertainty.
