Typhoon Francisco Weakens But Continues To Threaten Northern Luzon

Typhoon Francisco has weakened slightly but remains a powerful weather system as it continues moving northward over the Philippine Sea, according to PAGASA's latest advisory issued Wednesday morning.

As of 10 a.m., the center of the typhoon was spotted about 295 kilometers east-northeast of Basco, Batanes. It was packing maximum sustained winds of 140 kilometers per hour and gusts reaching up to 170 kph while moving north at 10 kph.

Despite its gradual weakening, Tropical Cyclone Wind Signal No. 1 remains in effect over Batanes, the Babuyan Islands, and the northeastern portion of Cagayan, including the towns of Gonzaga and Santa Ana. Residents in these areas may experience strong winds that could cause minor damage to property and vegetation.

PAGASA also warned that the combined effects of Typhoon Francisco and the southwest monsoon could bring strong to gale-force winds across large parts of Luzon and several areas in the Visayas and Mindanao over the next few days.

Mariners and fisherfolk are likewise being advised to exercise extreme caution. Very rough to rough sea conditions are expected in the coastal waters of Batanes, Babuyan Islands, and Cagayan, making sea travel dangerous for all types of vessels. Authorities are urging those at sea to seek shelter immediately and remain in port until conditions improve.

Forecasters expect Francisco to continue moving north before turning northeast toward the Ryukyu Islands and the waters south of mainland Japan. The typhoon is projected to exit the Philippine Area of Responsibility by Thursday evening.

While Francisco is expected to weaken further in the coming days, PAGASA emphasized that heavy rains, strong winds, and rough seas may still affect areas outside the forecast track. The weather bureau urged the public and local disaster officials to remain alert and follow safety advisories and evacuation orders when necessary.
