Presidential Spokesperson Harry Roque said on Wednesday that President Rodrigo Duterte will consider the recommendation to place Jolo, Sulu under martial law.

Army Chief LtGen. Cirilito Sobejana recommended the imposition of martial law in the area following the twin blasts that killed 15 people in Jolo, Sulu. Philippine National Police (PNP) Chief Archie Gamboa supported the recommendation.

Roque said the current requirements for the declaration of martial law contain safeguards not found in the 1935 constitution, since Congress and the Supreme Court need to give their approval for it.

Asked why the president did not mention the twin explosions in Sulu in his televised address on Tuesday, the spokesperson said it was because the government had already issued a statement condemning the attacks.

He said the President also discussed the incident with top officials of the Armed Forces of the Philippines and PNP.
