Davao City to Enact Measures Ensuring Students Stay Home During Class Hours

The Department of Education (DepEd) in Region 11 has directed its officials and teachers to establish a mechanism to monitor the attendance of students and make sure they are working on their class assignments at home.

In a memorandum released on Tuesday, DepEd Officer-In-Charge Evelyn Fetalvero acknowledged that a number of students were seen outside their homes during class hours.

She said health and safety protocols must be given attention because of the recent rise in COVID-19 cases mostly caused by local transmission.

“In view thereof, this Office directs all Schools Division Superintendents, Chief Education Supervisors, Education Program Supervisors, all Public Schools District Supervisors, Cluster Heads, School Heads, and teachers to establish a mechanism that will strategically and randomly monitor the attendance of learners to ensure that they are at home doing their expected tasks while they are being facilitated by their parents or guardians,” Fetalvero said.

She also said Community Help Desks should be established to give assistance to parents or guardians who need further support in assisting their children.

Earlier, Davao City Mayor Sara Duterte expressed disappointment after hearing reports that some students were caught violating quarantine guidelines during class hours.

“I am calling out schools, public and private, make sure your students are inside their residences, make a system,” Duterte said in her regular interview with Davao City Disaster Radio on Monday.

She cited one area in the city where most of those caught violating quarantine guidelines were minors.

"There is one area, Buhangin, majority sa nadakpan nato sa violators are minors, mga bata na estudyante nga wala sa balay (There is one area, Buhangin [District], where majority of the violators caught are minors, students who were not inside their homes),“ the mayor said.

Duterte reiterated that alternative modes of learning were implemented to keep minors and students at home and safe from the COVID-19 threat.

In her latest Executive Order issued on Monday afternoon, the mayor directed class advisers to have regular random compliance checks on students between 7 a.m. and 4 p.m. from Monday to Friday.

“All students found to be missing inside their residences or not within three meters of their residences during school hours shall receive an equivalent grade reduction in their subjects,” EO 57 states.

The EO also directs barangay tanods or enforcers to take note of the date, time, and names of all students found violating the above order and submit the list to the school principal or head.
