TF PhilHealth recommends filing of criminal complaints against Morales, 6 others

Task Force PhilHealth has recommended the filing of criminal complaints against former Philippine Health Insurance Corp. (PhilHealth) President and CEO Ricardo Morales along with six others over the alleged anomalies and irregularities in the state health insurer.

In a 177-page report, the task force said that Morales is liable for violation of Republic Act 3019 or the Anti-Graft and Corrupt Practices Act; Malversation of Public Funds or Property and Illegal Use of Public Funds or Property under the Revised Penal Code; and violation of the National Internal Revenue Code.

The same complaints were also filed against PhilHealth Executive Vice President and Chief Operating Officer Arnel de Jesus; Chief Information Officer, Information Management Sector Head and Senior VP Jovita Aragona; and Senior VP Renato Limsiaco Jr.

Senior VP for the Health Financial Policy Sector Israel Francis Pargas, Officer-in-Charge Calixto Gabuya Jr. and Division Chief Bobby Crisostomo were slapped with criminal complaints for graft and corrupt practices.

The task force also recommended administrative charges against the said individuals for dishonesty, gross neglect of duty, grave misconduct and conduct prejudicial to the best interest of the service.

“Persons who are supposed to set the policies and operational guidelines for the management of PhilHealth – the Board of Directors and the Executive Committee – have not shown the due diligence required of them in the discharge of their duties,” the task force said in its report.

Task Force PhilHealth’s investigation focused particularly on the approval and implementation of PhilHealth’s Interim Reimbursement Mechanism (IRM); the approval of budgets for the purchase of the IT system; and the corporate policies and practices in PhilHealth’s health care institutions and professionals.

President Rodrigo Duterte approved the task force’s comprehensive report after receiving it on Monday.
